The government made land promises to the immigrants, far more than most of them would have ever been able to purchase in the United States, in an effort to populate the sparsely populated province and create a defense against Indian incursions.

The Mexican government tried to create measures to move more people into the area in order to aid implement control over the region. Feeling threatened by the native groups and concerned that the United States would try to conquer Texas. In Texas, empresarios served as land brokers for the Mexican government.

Therefore, The initial disagreement between the United States and Mexico had migration as its basis. To stop the influx of Americans into Texas, Mexico bans immigration from the United States in 1830.
