Because when there existed great leadership Rome had a vast achievement. Like Octavian building the Pax Romana. When they had great heads they won civil combats. They also had bad leads and they did not succeed. They were Aryans who practiced brutality for every difficulty of for pleasure.

The Roman Empire grew a strong ancient amenities first because of location and sources. Also, great heads such as Julius Caesar that began to develop Rome as a vast city and nation by also concentrating on fighting force in sequence for Rome to capture other prominent amenities such as the Ottoman Empire.

Yes, I would say that good leadership was key to Imperial Rome's success because to be able to conquer such a vast area north of the Mediterranean stretching from Spain (and England) in the west to Palestine in the east and to be able to exploit the mineral deposits of many of these countries and to control the areas conquered without major rebellions must have required good leadership.
