often times, when physical models are used instead of actual models, it's because of the actual object's size or composition. that's why we have globes instead of actual models of the earth! they'd simply be too big to keep in a classroom :)

It is important because they need to remain impartial and unbiased when making decisions, and being party related or government related would or could make them work against what they would normally do, just to push an idea. For example, the supreme court makes a decision that forbids segregation. If they were party affiliated, they might allow segregation because the party that put them there might want segregation to exist. There are numerous such examples including the economy and civil rights.
