The persuasive technique used in this sentence is certainly not based on facts and testimony, because no relevant fact or testimony was given. It is also not a red herring, because this technique is used when it is intended to hint that the argument is not relevant to the issue being discussed. It is not euphemism either, because this technique is used when we replace some of the words that are unpleasant with some kinder and more convenient words. It is not a false analogy either, because this is  informal fallacy, it refers to what is being discussed rather than on the argument itself. The generalization is a technique of lump-sum assessment and conclusion, not at the level of the concrete problem, so that this technique is not used.

The technique used in this sentence is hasty generalization and loaded words (D). A hasty generalization is a fallacy in which the conclusion is not logically justified by facts and impartial evidence,  it implies jumping to a conclusion, secundum quid, and a neglect of qualifications, while loaded words have certain significant emotional implications that the listeners need to cause a positive or in this case a negative effect above their literal meaning.

When studying for a test, I give myself two notecards, and I reread everything throughout the section. The notecards are small enough that they force you to only take notes on the most important sections, and often times, those are the things that come in tests :)
