Because the constitution requires state and national government to be united, but each having it's own power. The constitution also states that no one person should have too much power, nor should any branch or state have too much power, so the power is split evenly.
The best reason the United States might aid another country is to protect US interests abroad, especially when a democratic country is at risk of falling to a non-democratic one, since it is in the US's best interest for foreign nations to be democratic rather than authoritarian. <span />
