The best thesis statement for an evaluation of Dan DeLuca's argument in Dylan's Novel Prize Rock Lyrics are Poetry is Despite his passionate argument that rock lyrics are poetry, Dan DeLuca fails to convince.

Explanation:

The main reason why Dan DeLuca's argument is not strong enough to convince the audience, is  that he doesn't present real, supportive facts that show the value of Dylan's lyrics as Novel worthy piece of work, he made a very emotive an even nostalgic statement by quoting words from well known people around the world who happen to love Dylan's songs, but it is not objective.
