D because when looking at main idea, it is important to look big picture and seeing how government is only mentioned once, we can knock that one out. Again with Nuclear conflict, that isn’t big picture. The real question is whether C or D is correct because both are pretty broad. As in the case with the other two examples, D is more broad than C, thus making D correct
