Quasi-legislative bodies are those public administrative agencies which makes rules for the legislative branch of the government. The agencies exist at the federal level, state level and local level. The United Nations General Assembly is a quasi-legislative body. The independent commission is known as independent agencies. They work outside the executive department. The presidential power to brush aside the agency members is limited. They are formed by the separate statutes passed by Congress. They have the power to make the rules and regulations. The appointment of the Board Members is done by President with the permission of the Senate.  

The commission is generally loyal towards President’s wishes. Presidents have the authority to dismiss the head of the commission, but certain statutory requirements need to be met for its removal. There is a difference among the   independent agency and independent regulatory agency. List 19 has enumerated independent regulatory agencies.  

The head of these agencies can be removed for certain reason. For example, the environmental protection agency actions and works are served "at the pleasure of the President”. The cost-benefitinvestigation is required for some regulatory agencies which are not applied for independent regulatory agencies.
