Rotation of any geometrical shape by 90 degree, takes the geometrical shape to Next Quadrant.

When we rotate, a geometrical shape , the shape and size of geometrical shape after Rotation does not change.That is the two,geometrical Images (Preimage and Image), before and after Rotation are Congruent.

Now, when we reflect a Geometrical Shape along a Horizontal line,it goes into next Quadrant and when reflection takes place along Horizontal line ,then also, the two Preimage and Image are Congruent.

In both the cases ,only two Adjacent Quadrants are used.
