Effect or mood?  Mood is the feeling the reader gets from reading the passage.  Tone is the author's attitude, which can be influenced by the setting.  Either way, as you read it, Randel is obviously alone in thinking.  Rain, which symbolizes sadness, aides in this as well.  Then when it is stated that he is looking at an empty cubby and sighing, it is obvious that is missing someone.  Add the rain, signing, empty cubby....the effect is one of sorrow and mourning as he is sad, lonely, and missing someone.

Elpenor was one of Odysseus' comrades, and happened to be the youngest. This was labelled as part of the road of trials for that fact he had to mourn about this, thinking this was his fault. He had to overcome this.
