As Russia supported Serbia, an Austro-Hungarian declaration of war was delayed until its leaders received assurances from German leader Kaiser Wilhelm that Germany would support their cause in the event of a Russian intervention–which would likely involve Russia’s ally, France, and possibly Britain as well. On July 28, Austria-Hungary declared war on Serbia, and the tenuous peace between Europe’s great powers collapsed. The Black codes were basically put in place to limit the freedom of blacks after slavery was abolished in the USA during Civil War. They were free but when they did hard labor they weren't nearly paid as much as the whites.

The Jim Crow laws enforced racial segregation in the Southern United States, locally and throughout states. They made it so it was very very hard for blacks to earn money and basically threw them out financially in every way possible.
