This means in the case of the sentence presented the subject is "Each clown and krumper" and due to the word "each" this subject is singular and therefore the verb should be "is" rather than "are". Thus, the sentence should be rewritten as "Each clown and krumper, regardless of dance experience, is welcome to perform in the dance battle".
