The economic crisis of 1929 and his commitment to a new policy, the New Deal, earned him the confidence of the Americans in the 1932 elections by defeating the Republican candidate Herbert C. Hoover, and becoming the president of the United States of America.

His New Deal economic policy consisted of stimulating public spending through investment in infrastructure; During his first years of government he executed all kinds of projects such as hydroelectric plants, roads, schools and in general all kinds of public works, significantly modernizing the country. The New Deal did not solve the crisis, which lasted until the United States mobilized its economy with World War II, at which time the number of unemployed remained high. On the other hand, its success is undeniable on the social level. The policy led by President Franklin D. Roosevelt changed the country through a revolution, as he himself expressed: "If it is a revolution, it is peaceful, carried out without violence, without the collapse of the rule of law and without the denial of equitable right of every individual or social class". On the other hand, the programs of the New Deal were openly experimental, manifestly perfectible, and, given the costs of this process, a more full change program could have been preferred. However, the imperfect nature of the New Deal allowed a constructive criticism and a more deliberate reflection that opened the way to an improvement of the American democracy in the following years and that lasts until the present.

During his term, he enhanced foreign policy by striving for America's world primacy, establishing diplomatic relations with the Soviet Union in 1933. In response to the threat of Hitler's Germany, he launched a series of preventive measures (rearmament, economy of war, alignment with the Western powers) that prepared the country for a possible armed confrontation.

In fact, despite not participating in the war directly, he established a fluid supply of arms and supplies of war for his allies and, on the other hand, rightly prevented equal conditions for the Axis powers, such as blocking hydrocarbons to Japan.

The ghost of the war was presented with the attack on Pearl Harbor from the Japanese command to the military base in Oahu Pearl Harbor in the Pacific in 1941. Both of these compromises were devised during the United States Constitutional Convention in 1787.  The Great Compromise resolved a dispute between small population states and large population states.  The large population states wanted representation in Congress to be based on a state's population size.  The smaller states feared this would lead to unchecked dominance by the big states; they wanted all states to receive the same amount of representation.  The Great Compromise created a bicameral (two-chamber) legislature.  Representation in the House of Representatives would be based on population.  In the Senate, all states would have the same amount of representation, by two Senators.

The Three-Fifths Compromise was a way of accounting (somewhat) for the population of slaves in states that permitted slavery.  For taxation and representation purposes, the question was whether slaves should count in the population figures.  (They were not considered voting citizens at that time.)   The Three-Fifths Compromise said that three out of every five slaves could be counted when determining a state's population size for determining how many seats that state would receive in the House of Representatives.
