It is only when protein is being synthesized DNA replication or repair does not take place. In rest of the situations, DNA replication and repair does take place. In fact while mitosis and meiosis, DNA repair plays a very important role. If a DNA is damaged at the time of these events and in case it is not repaired immediately then all the subsequent cells arising from such cell will have damaged DNA. Such cells with damaged DNA are not fit because they can give rise to cancer. So, our body does best to repair DNA of such cells, but if still the body fails to repair such damaged DNA then the body decides to kill such cells through apoptosis. UV light causes thiamine thiamine dimer formation which leads to a disease known as xeroderma pigmentosum. This kind of DNA can be repaired by supplying electron beams so that thiamine thiamine dimer could dissociate.
