Under his mandate, on February 19, 1942, executive order 9066 was approved whereby all ethnic Japanese living in the US must sell their property in less than a week and be placed in a concentration camp.

This measure that was established with the Executive Order motivated the speculators to take advantage of the purchase of Japanese possessions at very low prices. Some Japanese kept their possessions in warehouses and warehouses, waiting for the situation to change after the war. However, his possessions were stolen and looted. Those who decided to rent their houses realized that the tenants refused to pay the lease. Those who did not sell their properties, saw that the State seized them for not paying taxes.
