I believe the answers are:
- Biofuel. 
Florida is  a major producer of biofuel energy by using a plant called sweet Sorghum, a crop that's not even used for human's cosumption.
- Solar
The climate in florida is perfect for building solar panel. But the state of florida does not have strong enough wind current to be a major wind energy producer.

Voters can have different opinions and it would be hard for them to decide the qualifications. The qualifications that exist today were put in place many years ago by a group of people. Also voters can change there mind and it would be very difficult to change the qualifications every time voters changed their mind. It would also make it harder for presidential hopefuls because they would not know when the qualifications would change or if they would be able to meet them.
