There's a little bit of both there. The people who led the revolution turned out to be tyrants who didn't really care much about people. So yes, the Bastille was a symbol of oppression as it was often full of political prisoners, however, those who stormed it later imprisoned and executed their own political prisoners, so it was also just a step to eliminate the monarchy.
