Sanctions refers to some sort of action that given if we fail to fulfill a certain type of standard.  The different between reward and punishment is the power that the giver has to the receiver.

Punishment could only exist if the giver had the superior power over the receiver (such as parents to children, boss to employees ,etc). Sanctions is given if the giver and receiver has equal standing (such as a nation to another nation)
