You could say that he is because he believes in ghosts and so he thinks he is hunting ghosts therefore he is a ghost hunter. But you could also say that ghosts are not real and so there is no such thing as a ghost hunter. But he is technically a real ghost hunter because he thinks he is hunting ghosts, much like a someone working on curing cancer is still a cancer cure specialist even though there is no such thing as a cure for cancer.

I know this is a late answer, but hopefully it can help someone else out!
The answer to your question would be, "Each measure was voted on individually". This allowed congressmen to oppose the measures they disagreed with, but still keep the measures they agreed upon.
