The OSHA requirement (Occupational Safety and Health Programs for Federal Employees) does not cover military operations, and uniformed military personnel, but it has some exceptions: it covers operations and activities that are not uniquely military (e.g vehicle repair, construction, medical services) and civilian employees working in military facilities. However, there are individual branches of the military that uses the OSHA requirements to improve the health and safety standars of the civilian workers  in the military facilities.
