Bolt actions have a significant limitation in combat as you can only shoot once before having to load another bullet into the chamber. The Japanese were facing U.S. infantry armed with the standard issue semi-automatic M1 grand. In combat, it came down to U.S. infantry having more modernized weaponry compared to the Japanese. Another factor of their casualties was fire bombing from U.S. planes burning entire areas to the ground. The most effective of these campaigns was the fire bombing of Tokyo as part of Operation Meetinghouse.
