The title sounds like the conflict would be between the character (Tom) vs. Nature (the tornado). So that would be the answer because it doesn't seem like a character vs. character conflict or character vs. self because it seems like he's up against something else. I hope this helps!

President Trump announced Wednesday that the nation will launch enhanced counter-narcotics operations in the Western Hemisphere to prevent drug cartels from exploiting the coronavirus pandemic.  the pandemic is affecting us all in different ways. One major way it is affecting most adults is the bars and clubs closing. Because all of the bars closed the beer and other alcohols were immediately sucked out of the stores by people that couldn't get enough of the good good nectar. However the drug business went south to because with social distancing it is much easier to spot and stop drug exanges. In conclusion the virus has effected us all in different ways but most still have the same issues.
