At the period of the Independence movements, neither Europe nor Britain respected the idea of a "republic." It brought memories of the Reign of Terror in France and was as welcome as a Maoist People’s Republic nowadays. During Independence several Latin American leaders and even the country of Peru wanted a constitutional monarchy, not a republic. It was even tried with general Iturbide in Mexico: the first Mexican Empire. And in Peru they wanted the incredibly popular Prince Leopold of Saxe-Coburg, later King Leopold THE FIRST of Belgium as constitutional King but were denied.. On one side Bolivar, having lived in France under the Consulate, was dogmatically republican.

On the other side Britain, which was more powerful than America at the time, had suspicions about republics and mainly helped Independence movements because it wanted Latin America out of the Sphere of Influence of the Holy Alliance. So the Brits were more enthusiast about supporting Emperor Pedro I of Brazil than of supporting Bolivar of Spanish America.

You have to understand Britain had fiercely fought off the French Republic. Also America and Britain were NOT working in tandem as they still disliked each other. 1812 had smarted a lot in America, Britain -and in Europe where it was considered a foul act against the anti-Napleon Coalition.
