The person above me is correct - the "progressive amendment" which gave women the right to vote was the Nineteenth Amendment.
It was passed in 1920 when women were officially given the same rights as men, at least when it came to voting. The 16th Amendment has to do with taxes; the 17th Amendment has to do with senators; the 18th Amendment has to do with alcohol.
