This means that even a monument that appeals to the majority of people will always have that group that disagrees with it. For example Holocaust monuments are accepted worldwide. We, as a planet, know that the Holocaust was a terrible event. However, even in today's world, there are those that disagree and find these monuments unacceptable. It may seem bizarre but it is something that happens everyday.
