Research on brain development suggests that risky behavior in teens may be the result of incomplete development and changes that occur in the prefrontal cortex of the brain.
The prefrontal cortex is located in the frontal lobe, behind the frontal cortex. The function of this region is for executive function, an ability to differentiate good things from bad things and consequence of an activity. Incomplete development will impair those abilities, makes the teens do risky behavior.
