The definition an oblique cylinder has the same volume as a right cylinder of the same base and height. So the Volume of Cylinder B doesn't depend on the "lean" and is the same as Cylinder 'A'; 360 cu.cm.
Well, not sure exactly what coordinates is expecting, but the 270° coming from the loading platform, would be like the picture below, and yes, all "standard position" angles go counterclockwise.
