I would set the first step as ‘Plot the y-intercept (0, -6) as that is immediately the first point that you know is on the line.

Then, the second step would be ‘From the y-intercept, rise up 2 and run to the right 5 to plot a second point’, as this includes the point made in the first step and then allows us to have a second point.

The last step would then be ‘Connect the two points’.
