<span>Jonas notices that the Receiver is the only one with books. Jonas makes a lot of observations about the Receiver.  He notices that he seems very old, and that he is usually apart from the rest of the community.  He does not take part in most community events.  Before being selected as the new Receiver, Jonas is only vaguely aware of who he is. <span> The Receiver was the most important Elder. Jonas had never even seen him, that he knew of; someone in a position of such importance lived and worked alone. (Ch. 2) </span> Jonas notices that the man, “a bearded man with pale eyes,” is watching him during the ceremonies. Of course he came to that ceremony, because it was the one were his successor would be announced.  He wanted to be there when Jonas was selected, and watch him. When Jonas begins his training, he notices that the Receiver’s quarters are very different.  The furnishings are unique, and the dwelling itself is isolated.  There is also something else very different about the Giver’s quarters. <span> But the most conspicuous difference was the books. In his own dwelling, there were the necessary reference volumes that each household contained: a dictionary, and the thick community volume which contained descriptions of every office, factory, building, and committee. And the Book of Rules, of course. (Ch. 10) </span> It makes sense that the community would not have books.  After all, they have no sense of history so the past can’t be written down.  The community does everything it can to isolate its people in a continuous present.  This is why they keep the past in the Receiver of Memory.  One person contains all of the community’s memories so that they do not make mistakes made in the past. The books help Jonas realize that he is definitely in a different world now.  It is the first sign that things are not what they seem in the community.  Why would one person have books that no one else is allowed to have?  As Jonas continues his training, he learns that there is definitely more to the community than he ever realized, and he learns what the community is hiding.</span>

Answer:

Okay... I'm honestly not the best at French either.. but I can work this out.  If we're talking about art revitalizing urban neighborhoods, and all the questions need to be answered, all we have to do is answer them all one by one and place them all together.

1. The main problem is the question in itself, street art.  In some places it's illegal, so it wouldn't be allowed, which is an issue all in itself.  (But if we're talking the main point, it's probably the fact that urban neighborhoods aren't vitalized and that's what we're getting at.)

2. All you need there is figuring out the correct phrases in English, which I understand isn't the easiest thing to do when it comes to learning a new language.

3. We're talking about present being so it's simple enough to just think about as if you were talking <em>now</em> and not in the past or future.

4.  Cause and effect can get tricky at times, it just requires some thought.

Street art can do one of two things.  It can bring more life to (revitalize) urban neighborhoods, or it can destroy them.  It all depends on the meaning behind the art.  If you were to paint something spiritual, it might bring the meaning out to some people who would appreciate it, but we have to take into consideration that not all people are religious.  Not everybody would appreciate it.  Sure, it might bring something better out into urban civilizations, but it might bring them down if put out the wrong way.  Nobody wants that.

However, despite the negative outcomes that street art might bring, the chance can just as much come out positively.  It doesn't take much to inspire another to do so much as change their way of living.  Maybe even other's way of living, all it takes is one move and it's not difficult to make it there.  Some people living in urban areas need that kind of uplifting visual in their lives and it only takes one person to change that.  

In conclusion, street art can revitalize urban neighborhoods, but it could also break them down.  It doesn't take much but a single, common person to change the whole perspective of neighborhoods, just by doing something different for their people.
