Answer: an alternative mode of vocational education

Explanation:

This vocational education was the best way to balance the contradicting law about the first amendment which gives man right of religious belief and the compulsory enrollment of Amish kids in school up until 8 grade.

This way of education would not put them in the position were there beliefs can be countered while also being in school.
