The correct answer is: The British were impressing American seamen. This meant that American seamen were recruited by force. The British navy consistenly had manpower shortages. This occured due to low pay and lack of good and qualified seamen. Impressment or "press gang" was first made lawful during Elizabeth I times.  Usually this practice took place at sea where the armed gangs would board merchant ships and men were taken against their will.
