After the president signs a bill, it becomes a law.

Explanation:

To be transformed into law, any bill must be approved by the House and the Senate. The rule is this: if one of them begins the process, the other revises. So if the proposal is passed first in the House, then it goes to the Senate, where it makes a similar path. If approved also in that House, it follows for approval (sanction) of the President of the Republic, who may accept it, totally or only in part, or veto it (refuse it). When the President accepts, the bill becomes law.
