This is my sisters SATS question in her preparation book however the top box doesn't make sense as it says that "for singular an

d plural nouns that DON'T end in an S and apostrophe s" however the example shows the word bus's....this ends In s?! Is this a mistake or is this some sort of exception?

I unfortunately cannot answer multiple questions in one answer, but what I can tell you, is the difference between a complete sentence and a fragment taken from one.  A complete sentence would be "When Catherine rode her bike to the store, she bought ice cream and cookies."  
A fragment is taken from a complete sentence, and it looks like this.

Robert Menzies was in office twice, from 1939 to 1941 and from 1949 to 1966. Despite seven successive federal election victories, Menzies’ second period as Prime Minister was not secure. In the 1954 and 1961 federal elections, the Labor Party received a greater proportion of first preference votes for House of Representatives seats (50.03 per cent in 1954) than the Liberal and Country parties combined. Menzies was fortunate to come to office in a growing postwar economy. The room that the narrator and her husband had taken 'for the improvement of her health' is more like a cage.
