I think Mr. Underwood compared Tom Robinson to mockingbird in the book to kill a mockingbird because Mr. Underwood says it is a sin to kill cripples, which is similar to Atticus saying that it is a sin to kill mockingbird, making Tom Robinson a symbolic Mockingbird.
