Answer:A true monarchy is a system of government  where the monarch(queen or king) has total supreme power. Where the powers of the monarch have been limited by a series of laws is called a constitutional monarchy, countries that have monarchs are normally democracies. A federal system is when you have a country which has three types of government - Federal, State, and local. Federal government looks after Taxation, education(uni, collages, and aid to schools) Development, foreign affairs, Aboriginal welfare, defense( armed forces) social security, health, trade, communication, immigration. Confederal-  This is where the state power is more then the central power... For Example: States can decide speed limit and Central controls drinking age... If it were a confederal government then each state would have more power to choose the legal drinking age. Hopes this helps!
