<span>As an interim congress the most pressing challenge to the the new (at the time) confederation congress was to come up with a means to pay off the debt from the war. The war of independence came at great financial cost even with victory. At the time, total Confederation debt was $40 million. Bonds were issued but to ultimately pay off the debt, a Union (and associated new Charter) had to be established since the states couldn't agree on the approach.</span>
