The answer is: Nationalists. The Nationalists (In Spanish: Bando nacional) were a major part in the Spanish Civil War (1936-1939), who actually won the war. The nationalists were supported by the Nazi Germany and fascist Italy, but also by Portugal that also had a dictatorship: the Estado Novo.
They were allowed to vote. They were ultimately given more political rights.
They made it tough deliberately, that being to keep a provisional adjustment in control, couldn't make corrections that every one of the general population didn't concur with. The thought keeps political impulses from over freeing sound judgment and decision-making ability.
