It is democracy aid.  It is given to help promote the spread of democracy.  When a country adopts democracy then it builds ties with other democratic countries which contribute to the spread of democratic ideals.  It makes it easier for countries to help each other when they have the same political ideology.  Apart from that newly democratic country also gains access to aid as well as other things that could help their development.
