To supply goods and services that the private sector would fail to do, such as public goods, including defense, roads and bridges; merit goods, such as hospitals and schools; and welfare payments and benefits, including unemployment and disability benefit.

To reduce the negative effects of externalities, such as pollution controls.

To subsidise industries which may need financial support, and which is not available from the private sector. For example, transport infrastructure projects are unlikely to attract private finance, unless the public sector provides some of the high-risk finance, as in the case of the UKs Private Finance Initiative – PFI. Upon taking office, Nixon was obsessed with the idea of winning the Vietnam War. Despite the national protests against increased US involvement in Vietnam, Nixon said that a majority of Americans supported his actions. This term becomes known as the silent majority.

In the beginning, Nixon orders several different means of attacks. This includes the use of Agent Orange, a highly dangerous chemical meant to destroy the Vietcong supplies, and the Christmas Day Bombings in 1972. Despite his best efforts, the US was not going to have success in Vietnam.

This resulted in Nixon developing a new policy of Vietnamization. The goal of this policy was for the US to train the Southern Vietnamese army to handle the fighting on their own. This plan also called for the gradual withdrawal of thousands of American troops.
