There were four main system of Greek government and Oligarchy was one of them. Oligarchy came in 400 and gained power in 411 BCE in  Athens. For Greeks, any system that is either not tyranny or monarchy was considered as oligarchy.

Selected group of individuals like few families or businesses used to rule in this form of government. The power was in the hands of a small group of people and they used to their own convenient to rule the democracy.

Oligarchs controlled public places so that people cannot protest and can live only in the countryside.They served as the most common form of government in safeguarding the democracy.
