The Manga Carta (The Great Charter) is the one of most signifigant pieces of histroy. It recongizes 4 basic humans rights:

(3) No soldiers may be quartered upon the citizenry

The law changes because people were disagree about it and there's big difference from now
The owners of the land and property there must give the government permission before they can build anything there. If the government builds there anyway it is a violation of the owner's rights. This would mean they could sue them. <span />
