Before Bismarck, the German Confederation was a collection of states ruled by dukes and princes. These states faced constant revolutions, rebellions and changes in power. Bismarck's ultimate goal was to unite the German states into a German empire with Prussia at its core. He believed that unification would bring stability to the region.
