I would say that it is C

In option A, "Library" is not a proper noun and therefore cannot be capitalized.

In option B, "organization" needs to be capitalized because it is part of a name of a group (Young Republicans Organization.)

In option D, "souls" needs to be capitalized as it is part of a name of a book (<em>Dead Souls</em>.)
