width = 7 1/2 = 15/2 in

length = 8 in

perimeter = 2(width) + 2(length)

p = 2(15/2) + 2(8)

p = 15 + 16

p = 31 in

next, find the perimeter of border.

p = 4(1 1/4)

p = 4(5/4)

p = 5 in

perimeter of picture with border = 31 + 5 = 36 in
