Answer:

Benjamin Franklin said that he often looked at the sun behind the president on his chair and said that he couldn't tell if it was rising or setting. He later said that he is happy he figured out that it was rising and not setting.  

He means that he is happy that it is the beginning or birth of a new nation and that it is not the end.

Finally they see the light. The light that will help the good motives come true and have freedom. Finally we can have freedom of speech but not in a mean way. The world has spoken back and helped us. Now finally we can start brand new with a new day.
