Answer:

Benjamin Franklin said that he often looked at the sun behind the president on his chair and said that he couldn't tell if it was rising or setting. He later said that he is happy he figured out that it was rising and not setting.  

He means that he is happy that it is the beginning or birth of a new nation and that it is not the end.

I believe the correct answer is exercitui.
You need the perfect passive form here, which is formed when you combine the verb esse in the present tense (here, sunt because of third person plural), and the appropriate participle in the same person, which in this case is exercitui - third person plural.
