Wade- Davis bill was the plan proposed by Representative Henry Winter Davis and Senator Benjamin F. Wade in February 1864 for reconstruction programs. According to the bill, half of the males of the union were to take a loyalty oath to be readmitted to the union. US President Lincoln was in favor of tolerance and speed in reconstruction, so he pocket vetoed it. After the death of Abraham Lincoln, the wade -Davis bill passed and implemented the harsher reconstruction program.
