Wade- Davis bill was the plan proposed by Representative Henry Winter Davis and Senator Benjamin F. Wade in February 1864 for reconstruction programs. US President Lincoln was in favor of tolerance and speed in reconstruction, so he pocket vetoed it. After the death of Abraham Lincoln, the wade -Davis bill passed and implemented the harsher reconstruction program.
