I think its Austria and Prussia. it states in the book that Hapsburg expands, under that it states that two great German-speaking powers: Austria and Prussia.

Gaining a lot of power is unconstitutional by law, and people having a voice in their government can help the government make improvements. The people and leaders go hand in hand when making decisions that could affect them in many ways. People have more freedom and don't have to be controlled by a dictator.
