<em>Indian Appropriation Act is the name given to acts which were passed throughout the 19th and 20th century</em>. Lots of acts were passed under the same name. The most notable landmark under these acts was the Appropriation Bill for Indian Affairs of 1851 and also the 1871 Indian Appropriation Act. The acts made it easier for the government to take away the lands of Plain Indians, it meant that the Indians won't be able to form treaties. It was a continuation of President Grant's Peace Policy. The acts declared that the US government would not treat the Plain Indians as the Independent Nation, instead, they would be treated as wards of the state.

First off, the controversy of this had led to an imbalance in congress among the number of free states and slave states. So this rules out our first option. Due to it not being all of the above, that's our fourth answer ruled out as well. The Webster speech did not happen for 10 more years so it is very unlikely that this is what led to that speech. Even without the process of elimination, it would be B because the Missouri Compromise admitted Missouri as a slave state and Maine as a free state in order to preserve the balance of power in congress.
