I would say that this can be seen in two ways:
a struggle of two world views: capitalism vs communism
or
a struggle of two superpowers to have control over the other countries: the US and the Soviet Union (as it can be argued that the two countries were not satisfied that other countries had the same system as they, they also sought control over them).
The strategy is called the “<em>Cities Alliance Project</em>”, or The Kiev City Development Strategy, which is an ambitious endeavor set to have results and success until 2025. This strategy has international scope and was supported by the World Bank and forged on best practices from other cities around the world. The project also created a consortium with international organizations to help the changes and new ideas to be accomplished.
