The actual strategy started during the “Manchuria Crisis” with the dramatic walk out of the Japanese delegate from League of Nations during 1933.The instance was the reaction of the findings of the Lytton Commission which left Japan totally isolated from the whole world.  

Japanese increasing isolation was later intensified by the nation’s political crisis that led to the assassination of Japanese Prime Minister Inukai Tsuyoshi by the right-wing extremists. As a consequence of it, the democratic promise of 1920s demised and political parties were thrown out of the “National Unity cabinet”. These all factors led to the exhaustion of the primary resources of the Japanese and in other way hindered the Japanese expansion into the rest of Asia.
